Coding showing trouble

Spoke with a tech yesterday about the Rheem 6.6 tankless water heater has for the last month been giving trouble codes and stop heating the waater; the codes are 11 and P1.

I checked the screen filter and found nothing blocking flow. Gas is right pressure.

Problem started some time ago and would if allowing water to start slowly I could bring on other appliances without it stopping heating.

Why is it necessary to run the water for some time before seeing the water warming and building in temp; wasting water is an energy loss to someone living with a well; does the heating cooefficient include that?
